National Supply Chain Manager

Location: National (Required to travel)

Salary: £28 - £32k

Role Summary:

This role will hold accountability for the successful performance management of specified sub-contractors and delivery partners to ensure they meet contractual needs. You will be required to maintain Kennedy Scott’s standards of supply chain management in line with Merlin Excellence in Supply Chain Management.

You will manage subcontractor’s performance against targets and KPI’s to ensure the contracts are being delivered to company and Authority standards and legislative requirements.

You will manage partner submissions by checking quality and accuracy of the details and by managing all error resolutions with assigned delivery partners.

As a Supply Chain Manager, you will develop and maintain effective relationships with key stakeholders within relevant markets to promote Kennedy Scott’s services and ensure that business opportunities are maximised. You will be expected to translate the eligibility and delivery frameworks for various Skills and Employability contracts by providing timely response to delivery partner’s questions and queries.

You will undertake rigorous checking of delivery to make sure quality standards are met working.

Dimensions:

-Supervisory management of support staff where needed

-Delivery of contractual KPIs as decided by the Senior Management Team

-Achievement of at least a green of equivalent RAG rating in terms of audits both internal and external

Principal Accountabilities:

-To manage the performance of assigned sub-contractors against agreed KPI’s to ensure the contract is being delivered to agreed contractual targets.

-Identify underperforming subcontractors and support them to improve underperformance, taking appropriate measures as necessary to ensure effective service delivery.

-Manage and maintain sub contractor relationships ensuring service delivery is of a high standard.

-Ensure effective communication with all stakeholders informing them of delivery status and any developments that may affect contract delivery.

-Monitor the sub-contractors’ performance against contract and internal targets; develop agree and initiate action/ improvement plans as required, regularly monitoring performance against agreed plan.

-To contribute to the development of systems, procedures and strategies to ensure delivery standards are met in accordance with requirements set by funders.

-Liaise with internal quality coordinators to ensure quality monitoring, reporting and improvement plans are in place for all sub contractors to meet company quality standards. In particular, champion the Merlin standard with the Partnerships division.

-Act as the gatekeeper on all partner submissions, ensuring all details are correct and evidence meets the required standard.

-Manage error resolution with all partners and check all invoices against delivery.

-Develop and maintain strong business relationships with partners, monitoring, reporting and ensuring compliance with all contractual commitments.

-Ensure that queries raised are dealt with in accordance to company procedures.

-Ensure that current H&S and Safeguarding requirements are achieved and maintained by partners through regular monitoring visits.

-Contribute to the sharing of good practice and support continuous improvement through the Company.

-Verifying evidence and activity – a good working knowledge of skills and employment based delivery

-Eye for detail – being able to manage complex submissions, ensuring evidence is robust and of a high quality.

-Strong interpersonal skills – able to work across a variety of partners (small providers to large colleges).

Key Relationships:

-Regular contact with the relevant Heads of department and the Quality Manager.

-To maintain regular and frequent contact with external partners/sub-contractors.

-Regular contact with the Claims Team and Quality.

Decision Making Authority:

-Direct decisions on a day to day basis in relation to the performance management of supply chain partners.

-Identify concerns and recommend decisions your line manager

Job Knowledge, Skills & Experience:

-You will have a proven solid track record of successful relationship management and to have significant experience of managing sub-contractors in the skills, welfare to work sector.

-At least two years’ experience of successfully leading and managing teams to deliver performance targets.

-To have a strong working knowledge of government funded programmes and in particular apprenticeships

-Commercial awareness and strong business analysis skills and in depth knowledge and experience of government funded programmes (DWP, ESF, ERDF and SFA).

-To be educated to degree level or equivalent in a business or project management.

-Good communication skills, oral and written.

-Demonstration of high level of professional integrity, tact, flexibility, loyalty and commitment to the company together with the ability to resolve financial issues and solution identification where substantial levels of judgement are required.

-Ability to work to deadlines and strict timescales.

-Self motivation and self organisational skills.

-Leadership, personnel management and motivational skills.

-Ability to build and maintain business relationships at an operational level.
